How to Set Menu Item Position in Joomla Content Management System
You can use Joomla’s Menu Item Manager to set the order appearance of menu items on your website. Imagine that you are the content management administrator for SuperDuperMegaCo. Currently, the menu items on the company website are in this order:

But because ice cream is one of the major products, that item probably should appear near the top of the list, like this:

To change the order of the items in a menu, follow these steps:

Click the Menu Manager icon in the control panel or choose Menus→Menu Manager in any back-end page.
Menu Manager opens.

Click the Menu Item tab at the top of the page.
Menu Item Manager opens.

Click the title of the Ordering column.
The position numbers unlock.

Locate the menu item you want to work with.
For this exercise, scroll through the menu items until you locate Ice Cream Flavors.

Enter new position number.
For this exercise, enter 1 for Ice Cream Flavor.

Click the floppy-disk icon at the top of the Ordering column.
Joomla displays the menu items in the new order.

View the front page again.
You see the menu items displayed in the new order.
